I’m still pretty new to this, so seeing it plump and healthy feels like a small miracle I would love to know though when to pick bell peppers for best flavor?

That’s awesome! For best flavor, wait until the pepper is completely orange and glossy. They usually need a couple extra weeks after reaching full size to develop that sweetness. For me this looks like it's good to go!
